I think the issues is is that the steamapi64.dll is the crack for the game, 1.42 and above introduced changes that resulted in the 1.41 crack no longer working. The 'crack' releases for 1.42 and 1.43 were about patching the data so it can be (mostly) used by the 1.41 GTA5.exe.
These changes were primarily about fixing the duplicate key assignment error and getting the DLC cars working (albeit without the weapons and some other things). Neither of these updates utilised the exe files.In order to really get 1.42, 1.43, 1.44 cracked, someone would have to create (or patch) the steam api dlls in order to trick the game into thinking you're signed into the steam account. It also seems (from searching the web) is that the cracking teams are no longer interested in providing updated cracks for GTA V - probably because there's only been online updates and cracked versions don't have online capabilities. I guess they don't use RAGE:MP (and friends).Anyway, here's hoping that those who are clever enough to patch the data will do so to allow those using the 1.41 exe files to be able to get access to whatever new goodies have been provided in 1.44 (via a trainer of course). Yes, the content from the 1.42 and 1.43 versions of the game is available and can be spawned with a trainer but it's the equivalent of vehicle add-on mods.
